The right webpage is still

Unfortunately, Sourceforge (where it is hosted) does not seem to have 100% availability.  It's showing as temporarily down for maintenance at the moment.  (Message: "Sourceforge project sites are currently under maintenance. Please check back later. We thank you for your patience.")  

I expect that it will go back up later today.

And, just to check, Gap.app works only on macOS.  (That is, it won't work on a computer running Windows or Linux, at least not yet.)  I say this only because you mention running it on PC, which often refers to a Windows machine.
