If you just want a cyclic group you can use
CyclicGroup(IsPermGroup,10);

(Omitting `IsPermGroup' yields an isomorphic group in a different representation).

The `generic' command taking a degree would be 
SymmetricGroup(10)
yielding the group of all permutations.
