You are right.
Some character tables contributed by the 'SpinSym' package
are not known to the mechanism behind 'IsDuplicateTable'.

This bug will be fixed in the next version of the Character Table Library.

As a workaround for the moment, you can start GAP without the 'SpinSym'
package when you are interested in running over character tables
without duplicates.
